Omaha stakeholders were exploring accessory dwelling units and alternative land-use strategies but lacked an aligned, community-centered framework to guide implementation and protect long-term affordability.

Partnered with Grounded Solutions Network and Durham Community Land Trustees to design a culturally competent engagement and analysis process that translated local priorities, land-use realities, and market conditions into a practical implementation playbook.
