Texas Propositions 4 and 9: Your Guide to the 2023 Amendments Impacting Property Taxes, Education, and More

Early voting in Texas is just around the corner, and it's the perfect time to become well-informed about the crucial issues at stake. Several propositions directly impact property taxes and have indirect effects on renters and public education. Surprisingly, Texas has its own constitution which requires amendments. Propositions are proposals to enact new laws or constitutional amendments with proposed amendments, empower voters to influence state government directly.

The recent controversial spring session of the state legislature brought forth significant items, such as funding for public education, teachers' retirement funds, and property taxes. Propositions 4 and 9 are of particular importance in this regard. Key Dates: Joint General & Special Election, Tuesday, November 7, 2023 

  • Voter Registration deadline: October 10, 2023. 

  • Early voting begins: Monday, October 23  

  • Ballot-by-mail applications must be received by Friday, Oct. 27.  

  • Early voting ends: Friday, November 3 

  • Ballot by Mail must be received by 7 p.m. on Tuesday, Nov. 7, or postmarked by 7 p.m. on Election Day and received by 5 p.m. on Wednesday, Nov. 8. 

  • Election Day: November 7, 2023. Polls open 7:00 am – 7:00 pm
